MASSENA — Eileen A. Young, 65, of 2663 Route 310, Madrid, was charged by state police with petit larceny at 1:13 p.m. Friday.

She is accused of stealing $81 worth of clothes and toys from J.C. Penney, St. Lawrence Centre, and is to appear in Massena Town Court.
