ADAMS CENTER — Raymond J. Barrett, 16, of 13476 County Route 155, was charged at 7:30 a.m. Saturday by state police with criminal obstruction of breathing or blood circulation and second-degree harassment following a domestic dispute with his sister.

Mr. Barrett is accused of trying to choke his sister, Christy Barrett, and hitting her several times. He was released on his own recognizance.
