DWAI DRUGS - HANNAWA FALLS - Canton-based state police charged Francis T. Green, 34, of of 81 B Pumpkin Hill Rd., Potsdam, with driving while ability impaired by drugs afer making a traffic stop at 3:45 a.m. Saturday at the intersection of Birch Street and Kenner Road in Hannawa Falls. They said when they approached the vehicle parked at the intersection they found Green asleep behind the wheel. Green was placed under arrest for DWAI - Drugs and transported to the Potsdam Police Department, where he was evaluated by a drug recognition expert and found to be under the influence of drugs. He was then transported to Canton-Potsdam Hospital, where he consented to a blood test.He was released on an appearance ticket for Aug. 15 in Pierrepont Town Court.
