Joseph R. Kocal, 23, of 10322 4th Armored Division, Apt. 306B, was charged by city police on Saturday afternoon with unauthorized use of a motor vehicle.

City police said he was inside a vehicle without the unidentified owner’s permission in the 100 block of Black River Parkway. He was released in the custody of military police.
