DISORDERLY CONDUCT - POTSDAM - Village police charged Bruce E. Barney, 47, of Potsdam with second-degree harassment and disorderly conduct at 9:26 a.m. Friday on Market Street. Police said Barney was ticketed for using obscene language in a public place and harassing the target of his abuse.
