Benjamin M.Kilburn, 37, of 520 Gotham St., Apt. H-8, was arrested Thursday night by Watertown police on a charge of criminal obstruction of breath and blood circulation, and was due for arraignment Friday in City Court.

Police said he is accused of applying pressure with both hands on the neck of Trudi L. Harney, apartment one of the same address, at about 7:35 p.m. Thursday, causing her to have difficulty breathing.
