DWI - MASSENA - Village police charged Javier Rivera, 42, of 116 Jefferson Ave., Massena with driving while intoxicated following a traffic stop at 2:45 a.m. Sunday following a traffic stop on Parker Avenue. He was also charged with second-degree aggravated unlicensed operation of a motor vehicle and an open container violation and ticketed him for failure to stay in lane. Rivera reportedly had a blood alcohol content of 0.13 percent.
