CANTON — The former chairman of the Watertown City Planning Board accused of bilking the Medicaid program for more than $100,000 pleaded not guilty Monday to felony second-degree insurance fraud, according to the St. Lawrence County District Attorney’s Office.

Norman J. Wayte II, Watertown, is accused of improperly charging Medicaid $100,109 for time when he was employed by United Cerebral Palsy of the North Country from 2006 to 2010. According to court documents, Mr. Wayte did not actually work the times he reported.

Mr. Wayte was released on his own recognizance.

In March, Mr. Wayte’s attorney, Eric T. Swartz, of Watertown, said the charges were absurd and his client was “being railroaded.”

Attempts to reach Mr. Swartz for comment were unsuccessful.

According to court documents, investigators compared time sheets for when Mr. Wayte was working at Dick’s Sporting Goods to when he was allegedly working as a home service director and found discrepancies.

He resigned from his position on the city’s Planning Board in October after the report was published.
