CSEA, St. Lawrence County declare impasse in talks

CANTON — The union representing more than 700 St. Lawrence County workers has declared an impasse, the county's administrator said Wednesday.

Civil Service Employees Association Unit 8400 has been negotiating a new contract with county officials since last fall, but both sides have failed to agree, said Karen M. St. Hilaire. The union's last contract expired Dec. 31.

"The primary sticking point is benefits for part-time workers," she said. "The county was trying to put in a threshold that says you have to work at least 50 percent of full time to get full-time health benefits."

She said a Public Employment Relations Board mediator will hopefully get both sides back to the negotiating table.

CSEA President Betty J. Thomas confirmed that the union declared an impasse, but declined further comment.
