Summer residents in parts of Clayton can't find anyone to install bleed valves

CLAYTON — Summer residents on Hungerford Point Road, Bartlett Point Road and South Shore Drive not only will have to pay extra to winterize their properties this year, but they might not be able to install bleed valves at all.

Bleed valves allow for a more complete draining of water pipes for properties left empty during winter.

"We didn't have a problem before," James O. Wheaton said. "Now, we have a problem."

Since the village notified them about the lack of bleed valves in September, Mr. Wheaton and some other residents on the affected properties found out they cannot even find a contractor willing to install the valves, which would cost about $400 to $500 out of their own pockets. It would cost the village $15,000 to $20,000 to install bleed valves in the district.

There are 33 households without bleed valves, although only about seven are summer residences.

Mayor Norma J. Zimmer said summer residents should have plumbers fill their pipes with recreational vehicle antifreeze this winter. To compensate the extra cost, the village will not charge seasonal homeowners in the district to turn their water on and off, which normally costs $25 each.

The village planned to install bleed valves on each service when it started upgrading its aging water system, but the state Department of Health said it was against regulations.
