House passes $100m Drum construction bill
MILITARY PROJECTS: Senate has yet to OK spending plan, which includes fire station, barracks

WASHINGTON — More than $100 million in construction at Fort Drum was approved Friday in the House of Representatives, bringing a new fire station and other projects one step closer to reality.

The four projects are part of an annual spending bill for veterans' programs and military construction that cleared the House but has yet to pass the Senate.

Congress wrapped up its summer business Friday and will return for a short session in early September. But some final spending bills for the next federal fiscal year, which begins Oct. 1, might not be settled until the next Congress takes office in January.

The projects at Drum include $5.9 million for the fire station; $53 million for new barracks; $37 million for unit maintenance facilities; and $11 million for the third phase of the Maneuver Area Training Equipment Site for the National Guard.

"New barracks, a second fire station, maintenance facilities, and training area for the Army National Guard all help to support the tremendous growth that is happening at Fort Drum and the missions the Army is conducting around the world," Rep. John M. McHugh, R-Pierrepont Manor, said in a press release.

Mr. McHugh, as a senior member of the House Armed Services Committee, helped steer the projects through that committee.

However, the projects still face a number of legislative hurdles. The House and Senate have yet to agree on an annual defense bill that authorizes such projects, and the Senate has yet to act on the spending bill that provides the money.

The Senate has been the main stumbling block lately, slowed by partisan divisions on a wide range of issues. The VA-military construction bill, however, is not one of them, and lawmakers are eager to make good on their promises to improve veterans' care.

The House bill provides $47 billion for veterans' programs. It passed 409-4, with Mr. McHugh in favor.

In the Senate, the military construction bill includes a provision from Sen. David Vitter, R-La., to make permanent the stationing of the 10th Mountain Division's 4th Brigade Combat Team at Fort Polk, La., which would appear to dampen some Drum supporters' hopes that the brigade could someday be brought to Fort Drum.
