Massena adds to bond for sewer upgrade

MASSENA — Village trustees have approved an additional bond issue for $500,000 to cover any extra expenses of the $2 million upgrade of aging sewer and water lines under Maple and East Orvis streets.

The trustees approved the additional funding on a 4-0 vote Tuesday evening with Mayor Randy G. DeLosh absent while on vacation.

The upgrade will coincide with the state Department of Transportation's $8.2 million overhaul of the streets, part of Route 37B. The two sections will get wider shoulders and improved drainage.

The trustees approved the initial bond issue in August but the trustees last month were told the cost of the sewer and water upgrades could increase to $2.3 million. The trustees since then have been considering options, including scrapping the project.

Village Treasurer Daniel E. Case told trustees that a bond issue for the additional money could be approved without a public hearing.

Trustee Joseph A. Macaulay recommended bonding for an additional $500,000.

"I would rather have a little buffer," he said, also noting that the village would not necessarily have to spend the entire $2.5 million bonded if the construction cost turned out to be less.

In other action Tuesday evening, the trustees:

■ Authorized annual agreements with the Greater Massena Chamber of Commerce, under which the village would fund the organization with $20,000, and the Business Development Corp., which would get $75,000 in village funding.

■ Approved an agreement under which Slic Network Solutions, Potsdam, will provide data networking services to the village at a cost of $279.65 a month.

■ Authorized paying GYMO Architecture, Engineering and Land Surveying, Watertown, an additional $12,400 for further site inspection services on the demolition of the former Department of Public Works building and the Lincoln school. In March, the trustees agreed to pay $10,500 to GYMO to conduct additional asbestos sampling and analysis for the structures and $9,200 for site inspection and air monitoring.
