ADAMS — The village could have a new set of codes for sidewalks this summer.
The village Revitalization Committee presented the Board of Trustees with a set of sidewalk codes that would give the village clear guidelines for ordering new sidewalks and repairing old ones.
The codes would continue using the village's 50-50 matching program with landowners for repairing sidewalk sections. To be eligible, landowners would have to act on written notices sent by the village, obtain a no-cost permit, follow the placement and grading set by the Department of Public Works superintendent and complete the work in 30 days. The draft codes also require developers to install new sidewalks on both sides of the street in new developments.
"It's really a tool you can use at your discretion," said Peter S. Ouderkirk, chairman of the Sidewalk Committee, which drafted the codes. That committee is under the umbrella of the Revitalization Committee.
The codes would outlaw paving over sidewalks, call on landowners to repair sidewalks when they are replacing or top-coating driveways, and order landowners to salt and shovel their sidewalks.
Mayor Dugal C. Peck said the board would consider the draft and encouraged the committee to take the codes for review to the Planning Board as well. Adopting the codes will require an amendment to village law, including a state environmental quality review and a public hearing.
The Revitalization Committee also asked the board for direction on whether it should apply to the federal Transportation Enhancement Program to create a walkway from the village to South Jefferson High School.
Applications are due June 27 for the program, which would cover 80 percent of the cost. In this case, the remainder could be divided between the village and the town. The next time the program will be available is 2010.
Mr. Peck said the village had received an estimate of $809,000 to build that route with concrete. Asphalt would be a little more than half that.
