Police say drunk man pulled over near station
MONDAY, MAY 19, 2008

State police had no trouble locating a Broome County man who allegedly was driving drunk Saturday night; the motorist pulled his car over right in front of their Route 12 barracks in Alexandria Bay.

Troopers said they watched as Raymond R. Brown, 48, Windsor, climbed into the back seat, presumably to rest. Minutes later, he found himself being charged with aggravated driving while intoxicated and drinking alcohol in a motor vehicle on a highway.

Police said he had a blood alcohol content of 0.23 percent. A BAC of 0.08 percent or more is considered proof of intoxication under state law, while a BAC of 0.18 percent or more is considered proof of aggravated DWI, which carries harsher penalties upon conviction.

Also charged with DWI or related offenses:

■ Marshall W. Hayes, 22, Adams, was charged with aggravated DWI by state police following a 12:53 p.m. accident Saturday on Route 11, Adams. Troopers said Mr. Hayes pulled out in front of a vehicle driven by Linda S. Chiasson, 48, Henderson. Their cars collided near the Rod's Big M; the accident resulted in no injuries.

Mr. Hayes also was charged with first-degree aggravated unlicensed operation of a motor vehicle and failure to yield the right of way at a stop sign. Troopers said his license was suspended for a previous aggravated DWI charge Feb. 16; that case is still pending, they said. State police said he had a BAC of 0.18 percent Saturday.

■ Jeffrey R. Phillips, 24, of 533 Route 4, Heuvelton, was charged after being injured in a one-vehicle accident around 3:10 a.m. Saturday on Route 15 near Dry Bridge Road in the town of Oswegatchie, St. Lawrence County sheriff's deputies said. His 2001 Pontiac Grand Prix went airborne and wound up on its roof after he overcorrected and hit a guardrail, deputies said. He was taken by private vehicle to Claxton-Hepburn Medical Center, Ogdensburg, and flown to a Syracuse hospital with a broken neck. Additional charges are pending.

■ Daniel L. Yoder, 39, McVeytown, Pa., was found to have a BAC of 0.12 percent after a traffic stop Friday on Demot Road in the town of Morristown, state police in Ogdensburg said. No information was released on any other charges.

■ William M. Coggins, 45, Route 192, Redwood, was stopped by Jefferson County sheriff's deputies early Sunday in Clayton. He was ordered held at the Metro-Jefferson Public Safety Building in lieu of $2,500 cash bail. No further information was available Sunday.

■ Thomas R. Maedl, 42, Pittsford, was charged with aggravated DWI after being stopped by state police at 1 a.m. Sunday on County Route 15, Sandy Creek. Troopers said his blood alcohol content was 0.18 percent.

■ William J. Francis IV, 23, of 147 Cotter Road, Brasher Falls, was charged Thursday by state police on Main Street in Brasher Falls. His blood alcohol content was 0.17 percent, they said.
