Man accused of pushing woman out of SUV and hitting her

HANNAWA FALLS — A Canton man who allegedly pushed his girlfriend out of a sport utility vehicle and ran over her as he drove away was jailed Sunday after being charged by state police with driving while intoxicated and second-degree assault.

Kevin W. Weems, 48, Route 11, was arrested following investigation of an incident that took place about 9:15 p.m. Saturday. A caller to 911 at about that time reported hearing a woman screaming near the intersection of Route 56 and County Route 24, south of Hannawa Falls. Troopers found Karin A. Seibold lying on the road near the intersection; she told them that she had been pushed out of a blue Dodge Durango and run over. Ms. Seibold was taken to Canton-Potsdam Hospital in Potsdam for treatment.

The SUV and Mr. Weems, who lives with Ms. Seibold, were found in Colton, police said. He also was was charged with leaving the scene of a personal-injury accident. He was arraigned in Pierrepont Town Court and was ordered held in St. Lawrence County jail, Canton, in lieu of $250 bail.

Other motorists charged with DWI and related offenses include:

■ Andre R. Leduc, 26, of 1229 Faichney Drive, Apt. 4, Watertown, was charged by city police at about 9:30 p.m. Sunday with aggravated DWI, reckless driving, failure to keep right and failing to stop for an emergency vehicle. Police said they received a complaint of a reckless driver on Coffeen Street and located the vehicle in a convenience store parking lot. When the vehicle operated by Mr. Leduc started to pull away, police activated their vehicle's emergency lights and he allegedly drove away at a high rate of speed. Police stopped his vehicle at the entrance to Jefferson Community College, where they allege his blood alcohol content was found to be 0.30 percent. A BAC of 0.08 percent or greater is considered proof of intoxication under state law, while a BAC of 0.18 percent is considered proof of aggravated DWI, which carries harsher penalties upon conviction.

■ Ambrose C. Woodard, 27, of 7 Bishop Ave., Massena, was jailed after he tried to flee a traffic stop by state police Sunday on Route 37 in the town of Massena. The charge is a felony due to a prior DWI conviction within the past 10 years, troopers said. He also was charged with first-degree aggravated unlicensed operation of a motor vehicle, a felony, and was ticketed on charges of failure to use designated lane, unlicensed operation, operating an uninsured motor vehicle and using switched plates. Other charges included resisting arrest and possession of marijuana, troopers said. He was arraigned in Norfolk Town Court and was ordered held in St. Lawrence County jail without bail pending further court action.

■ Jesse J. Douglas, 20, Richville, was jailed early Sunday after a chase at speeds of up to 135 mph, according to state police. He also was charged with operating a motor vehicle after consuming alcohol while under the age of 21. The chase, which lasted about 10 minutes and spanned 8.7 miles, began at 11:58 p.m. Saturday in the village of Gouverneur when Mr. Douglas was spotted speeding in a 2000 Chevrolet Monte Carlo, troopers said. It went through parts of the towns of Gouverneur, Hermon and DeKalb before he stopped. He also was charged with unlawfully fleeing a police officer and received multiple traffic tickets. He was arraigned in Gouverneur Town Court and was ordered held in St. Lawrence County jail.

■ Kristen K. Spangler, 23, of 640 Burchard St., was charged by Watertown police after her vehicle was halted at about 1:45 a.m. Monday on Lee Street. Police said her vehicle was halted after it was observed turning from Huntington Street onto Lee Street without signaling, for which she also was charged. Police said her BAC was 0.16 percent. She was also charged with first-degree aggravated unlicensed operation of motor vehicle.

Charged with driving while ability impaired by drugs:

■ Honny Santos, 50, of 704 West St., Carthage, was charged by Watertown police at 12:43 a.m. Monday following a traffic stop in the 800 block of West Main Street. She was additionally charged with unlawful possession of marijuana after a small quantity of the drug was allegedly found under the front seat and in the ashtray of her vehicle. She also was charged with failure to signal a turn and having an unregistered vehicle.
